CCRB Logged 1,128 Chokehold Compaints from 2009-2013

According to the Village Voice, the number first came to light this summer in the wake of Eric Garner's July 17 chokehold death: from 2009 to 2013, the city's Civilian Complaint Review Board (CCRB) logged 1,128 chokehold complaints.
Why hadn't the CCRB sounded the alarm, before Garner's death, about the number of chokehold complaints it had been receiving? Good question.
