New Right of Way Law Underutilized

Gothamist reports that the city's new "Right of Way Law" (Code 19-190), which took effect on August 31, 2014, has so far resulted in the misdemeanor arrests of just 12 drivers for the traffic violation most deadly to pedestrians: failure to yield.
